В современной отечественной социологии и политологии принято рассматривать политико-коммуникативные процессы в основном в рамках предвыборных кампаний, когда происходит активное коммуницирование политических лидеров и электората. Электоральная коммуникация сегодня является одной из наиболее популярных тем для теоретиков и практиков, занимающихся проблемами информационного обмена в политической системе. В тоже время другой аспект коммуникативного взаимодействия власти и общества, направленный на формирование постоянного конструктивного диалога с целью обеспечения легитимности существующего порядка и придания ему стабильности, практически не исследован. Нет и однозначной дефиниции, определяющей данное явление. Более универсальным представляется понятие "государственная коммуникация", которое пока достаточно редко используется в понятийном аппарате отечественных ученых.

Сложившаяся ситуация связана с тем, что данный вид политической коммуникации не слишком широко распространен и в практике деятельности российских политических субъектов (органов государственного управления в том числе), которые предпочитают серию мощных информационных "атак" в период выборов планомерному формированию общественного мнения с использованием механизма обратной связи. Однако, меняющаяся социально-политическая и экономическая ситуация в нашей стране диктует и иные приоритеты в области коммуникативной политики. Все эти трансформации требуют осмысления и изучения, как на теоретическом, так и на практическом уровне.

Проблема взаимоотношений власти и общества волновала еще древнегреческих философов, идеи которых затем получили свое развитие в трудах Н.Макиавелли, Ж.-Ж.Руссо, Т.Гоббса, Дж.Локка и других мыслителей. Активнейшая дискуссия по этой теме велась в рамках теорий массового общества (Г.Лебон, Г.Тард, Х.Ортега-и-Гассет, К.Маннгейм, Г.Блумер и др.). Кроме того, взаимоотношения в системе "управляющие - управляемые" активно обсуждалась и в ходе дискуссий о гражданском обществе, которые в 90-х годах XX века вновь активизировались на волне демократических преобразований в бывших социалистических странах. Все это говорит о достаточно высоком интересе к проблеме построения диалога между властью и обществом, а также его информационной составляющей.
