В развернувшейся широкой дискуссии о реформе ООН выявились глубокие расхождения между участниками этой организации по вопросам очередности реформ, степени их радикальности и самого содержания преобразований. В самом общем плане можно выделить несколько основных тем, связанных с обсуждаемой проблемой:
обеспечение большей эффективности ООН при обращении к вопросам международной безопасности и совершенствование инструментария миротворчества и кризисного регулирования,
расширение возможностей вовлечения ООН во внутренние дела государств в связи с политической нестабильностью, нарушением прав человека, экологическими или гуманитарными катастрофами;
повышение роли ООН в «нетрадиционных» областях (экология, миграция, регулирование информационных потоков и т.п.);
изменение порядка финансирования деятельности ООН и принципов использования ее финансовых ресурсов;
модификация роли Генеральной Ассамблеи с целью повысить ее способность принимать действенные решения;
более четкое определение статуса Генерального Секретаря ООН и радикальная перестройка работы Секретариата ООН;
уточнение функций и роли специализированных учреждений ООН, координация их деятельности, расширение полномочий Международного Суда;
повышение эффективности работы Совета Безопасности и изменение его состава.

In the ensuing public debate on UN reform has revealed deep divisions between the parties on the issues of priority reforms, the degree of their intensity and the content of the change. In the most general terms can be divided into several major topics related to the issue under discussion:increasing the effectiveness of the UN when referring to issues of international security and improve the tools of peacemaking and crisis management,empowerment of UN involvement in the internal affairs of States in connection with political instability, human rights violations, environmental or humanitarian disasters;enhancing the UN's role in non-traditional areas (ecology, migration, management of information flows, etc.);changing the pattern of financing the activities of the United Nations and the principles for the use of its financial resources;modification of the role of the General Assembly with a view to improving its ability to make effective decisions;a clearer definition of the status of the UN Secretary-General and radical restructuring of the work of the Secretariat of the United Nations;clarification of the functions and role of the United Nations specialized agencies, to coordinate their activities, the expansion of the authority of the International Court of Justice;improving the effectiveness of the work of the Security Council and a change in its composition.

the expansion of UN involvement opportunities in the internal affairs of States, due to political instability, human rights violations , environmental or humanitarian disasters;
increase the UN role in "non-traditional" areas (environment, migration, control of information flows, etc.),
changing the order of financing activities of the UN and the principles of the use of its financial resources;
modification of the role of the General Assembly in order to enhance its ability to take effective decisions,
clearer definition of the status of the UN Secretary General and the radical restructuring of the UN Secretariat,
clarify the functions and role of the UN specialized agencies, coordination of their activities, the expansion of the powers of the International Court of Justice;
improving the efficiency of the Security Council and the changes in its composition.
