Состав делегации определяется правилами процедуры конференции. Как правило, делегация каждого государства состоит из аккредитованных представителей, их заместителей, а также советников и экспертов. Общие моменты, касающиеся состава делегации на конференциях, созываемых международными организациями регламентируются венской конвенцией о представительстве государств в их отношениях с международными организациями универсального характера 1975 г. Статья 45 этой конвенции гласит: "помимо главы делегации, делегация может включать делегатов, дипломатический персонал, административно-технический персонал и обслуживающий персонал".
Каждая делегация представляет лишь одно государство и имеет один голос.
