Анализируя более устоявшийся западный рынок логистических услуг, можно сделать вывод, что наиболее популярны пути развития операторов из группы 1-4.
Путь развития компаний из 5-й группы напоминает ступени развития компании и последующего преобразования в холдинговую структуру. Речь идет о выделении дочерней компании и покупке ее услуг.
Из вышесказанного следует, что типовой набор 3PL-сервисов может предоставить компания, имеющая либо в собственности, либо на правах аренды следующие объекты (инфраструктура).
̶ Складское хозяйство, причем это обязательно должен быть развитый комплекс класса не ниже «B» по принятой классификации складов;
̶ Парк подвижного состава, включающий в себя разнотоннажные виды транспорта, позволяющие осуществлять смешанные перевозки;
̶ Перевалочные склады, обеспечивающие минимальное плечо поставки для региональных торговых площадок компании.
Пути появления логистических компаний во всех случаях указывают на развитие через увеличение возможностей по переработке грузопотоков, создания добавленной стоимости или через повышение качества оказываемых услуг. Порядка 10 лет назад активно начали строиться логистические центры в Беларуси, благодаря чему логистические операторыи начали расширять спектр предоставляемых услуг[18, с. 96-101].
На данный момент реальных операторов уровня 3PL в Республике Беларусь насчитывается около 12, хотя многие компании и индивидуальные предприниматели позиционируют себя как таковые. Скорее всего, это происходит из-за того, что в национальном законодательстве все еще не прописаны требования к логистическим операторам. Сейчас над этим вопросом работают группы ученых, практиков и экспертов для создания единого стандарта.
Причиной позднего развития 3PL-логистики послужил спрос, а точнее его отсутствие на услуги данного уровня. Передача на аутсорсинг управления и планирования поставками не простое дело и на него не так легко решиться. Требуются годы, чтобы заслужить доверие на рынке и приобрести солидную деловую репутацию.Для этого логистический провайдер должен правильно выявить потребности клиента и предложить такой сервис, который покажет эффективность применяемых технологий и позволит сократить затраты на логистику. Предприятия, которые первыми шагнули в неизвестность и не побоялись сотрудничества с операторами 3PL, теперь работают только с ними и добиваются успеха в своей деятельности. Таким образом, спрос стал расти с каждым днем. Такой набор услуг активно покупается производителями товаров народного потребления, автомобильной техники и комплектующих, химического сырья и материалов, стройматериалов, торговыми сетями и другими.
Активное развитие и открытие новых направлений также не стоит на месте. Если еще 5 лет назад приоритетными направлениями были Россия, Европа, СНГ, то теперь к ним добавилась Азия, в частности Китай, Вьетнам, и Южная Америка – Венесуэла, Аргентина и т.д. [4].
Таким образом, переход от 2PLк 3PL логистике осуществляется благодаря расширению списка оказываемых услуг логистического оператора. Количественное увеличение определённого перечня услуг и их качественно новый уровень способствовали появлению термина 4PL. О нем расскажу в следующем пункте.
2.1.2 Аутсорсинг нового поколения: 4PLи 5PL провайдеры
В предыдущем подразделе я описал деятельность операторов 2PL и 3PLуровня, которые наиболее характерны для Республики Беларусь. Однако большинство 3PL-компаний сосредоточены в основном на выполнении поставленных задач, а не на процессе в целом, как требует концепция управления цепями поставок, это привело к появлению следующего уровня аутсорсинга – 4PL (Fourth Party Logistics). В нашей стране такой тип оператора ещё не выделился, но в более развитых странах он популярен.
Термин 4PL был введен компанией Accеnturе (ранее Andеrson Consulting) в 1990-х гг.
