"A special place in the diplomatic protocol have long been occupied by the problem of defining precedence among heads of diplomatic missions and diplomats that has served the cause of diplomatic conflicts, at times bedeviled relations between States. 57 trend towards determining seniority was reflected even in the early 19th century.
