Колесо было создано супругами-архитекторами Дэвидом Марксом и Джулией Барфилд.
Однако их проект по строительству колеса обозрения в центре города не выиграл соответствующий конкурс 1993 года газеты Sunday Times по разработке монументального сооружения для встречи нового тысячелетия.
Так как проект никем не был заказан, то супруги-архитекторы решили воплотить его в жизнь сами.
Финансы были найдены благодаря случайной встрече с соседом Бобом Эллингом, главой British Airways.
Изначально «Лондонский глаз» планировали как временное сооружение. Это был своеобразный эксперимент, разрешение на данный проект было выдано на 5 лет, которое заканчивалось в 2005 году.
Колесо построено из сегментов, которые переправляли вверх по Темзе на баржах и собирали в горизонтальном положении на специальных платформах на реке. Когда колесо было закончено, его поднимали в вертикальное положение с помощью специальной системы по 2 градуса в час, пока оно достигло 65 градусов. Общий вес стали в «Глазе» составляет 1700 тонн.
