В соответствии со статьей 82 Воздушного кодекса РФ на убывающие из Российской Федерации воздушные суда, их экипажи и пассажиров, а также на имущество, багаж, грузы и почту, вывозимые из Российской Федерации, распространяется действие паспортных, таможенных и иных правил, установленных в соответствии с законодательством Российской Федерации.
Выезд из Российской Федерации и въезд в Российскую Федерацию (включая транзитный проезд через ее территорию) регулируются Федеральным закон от 15 августа 1996 г. N 114-ФЗ "О порядке выезда из Российской Федерации и въезда в Российскую Федерацию", в соответствии с которым если международным договором Российской Федерации установлены иные правила, чем те, которые предусмотрены настоящим Федеральным законом, действуют правила международного договора. Визовые правила, предъявляемые к российским гражданам при въезде на территорию Великобритании, требуют наличие визы.
В соответствии со статьей 6 ФЗ № 114-ФЗ от 15 августа 1996 г. контроль за наличием виз или иных разрешений на въезд лиц в иностранное государство является обязанностью транспортной компании (перевозчика пассажиров), -если иное не предусмотрено международным договором Российской Федерации.

В соответствии с Законом РФ от 1 апреля 1993 г. N 4730-1 "О государственной границе Российской Федерации" пропуск через Государственную границу лиц производится в установленных и открытых пунктах пропуска через Государственную границу и заключается в признании законности пересечения Государственной границы лицами, убывающими из пределов Российской Федерации. Основанием для пропуска через Государственную границу лиц является наличие действительных документов на право выезда лиц из Российской Федерации.
На основании вышеизложенного в соответствии с действующим законодательством Российской Федерации не допускается пропуск (выпуск) российских граждан через Государственную границу при отсутствии действующей визы на право въезда в иностранное государство, международными правилами с
которым предусмотрен визовый режим пребывания
