По инициативе главы правительства вышел указ императора от 18 октября, 5-го по старому стилю 1906 о крестьянских вольностях. Он уравнивал крестьян в правах с остальным населением. Крестьяне получали свободу передвижения, право на получение паспорта, поступление в учебные заведения и на государственную службу, зажиточные крестьяне с большим количеством земли отныне могли участвовать в земских выборах.
