8 октября 2004 года по инициативе Российской Федерации Совет Безопасности ООН единогласно принял резолюцию, направленную на усиление борьбы с терроризмом. Она призывает государства не предоставлять убежище лицам, причастным к таким преступлениям. Соавторами резолюции выступили Германия, Испания, Румыния, Великобритания, США, Франция и Китай.

Резолюция призывает государства-члены ООН сотрудничать с теми странами против граждан которых были совершены террористические акты. Члены ООН должны отказывать таким лицам в убежище и привлекать их к судебной ответственности.

October 8, 2004, on the initiative of the Russian Federation to the United Nations Security Council unanimously adopted a resolution aimed at strengthening the fight against terrorism. It calls upon States not to grant asylum to persons involved in such crimes. Sponsors of the resolution, statements were made by Germany, Spain, Romania, United Kingdom, United States, France and China.The resolution called on UN Member States to cooperate with those countries which were committed against nationals of terrorist acts. Members of the United Nations must deny safe haven to such persons and bring them to justice.
