In the future, Japan withdrew a veto on Russia's admission to the big seven, agreed to join Russia in the Asia-Pacific Economic Cooperation Organization and World Trade Organization. In the summer of 1997 g. Japan Prime Minister Ryutaro Hashimoto actually announced the new diplomacy towards Russia, based on the principles of trust, mutual benefit and a long-term perspective. In1994. it was decided to expand the Group of seven leading Western countries at the expense of Russia (this until only its participation in the formulation of political but not economic decisions). Russia became a full member of the International Monetary Fund. In relations with the countries of the near abroad Russian diplomacy from the very beginning was faced with many difficulties: economic disintegration, the problem of the formation of the national army and the Division of property of the USSR, creating borders. In 1992, began the withdrawal of Russian troops from the Baltic States, Georgia, Moldova, Tajikistan and Armenia. In relations with Ukraine still remains the problem of the status of Sevastopol and Environment Division of the Black Sea fleet, partly stipulated in the Russian-Ukrainian Treaty of May 31, 1997, the situation was exacerbated by the fact that the first years of independent Russia priority in the foreign policy doctrine was given Western countries rather than abroad. Only with the arrival at the end of 1995, the MFA's new Foreign Minister e. Primakov there are visible changes in the foreign policy orientations. After the presidential elections in 1996, the Russian Government appeared as Minister of cooperation with CIS countries, which lasted until March, 1998.
