In March 1995, Prime Minister Viktor Chernomyrdin held talks with Michel Camdessus on the allocation of the new Russian loan ($ 6.5 billion), aimed at stabilizing the countries with economies in transition in the framework of the IMF stand-by. In March 1996, the IMF gave Russia a new loan ($ 12 billion) for a period of ten years. The first tranche ($ 6.5 billion) was transferred in April, the second tranche entered Russia in 1997.
As a result of worsening financial situation in the world in 1998, the IMF approved a special Russian stabilization loan ($ 2.5 billion), but after the August crisis lending was suspended.
