Законность — сложное явление и в теории права понимается по-разному: как принцип, как метод, как режим государственного руководства обществом. Но при этом смешиваются разные понятия. При понимании законности как принципа деятельности происходит отождествление законности с правовыми идеями. При таком подходе законность из сферы поведения субъектов перемещается в сферу правосознания.
