The previous tariffs were supposed to reimburse the running costs of utilities, i.e. without overhaul, expansion, modernization, reconstruction, without reimbursement of investments. The Law on the Basics of Tariff Regulation of Utilities Organizations No. 210-Fh, of December 30, 2004, transfers all investment costs of enterprises to modernize and build infrastructure to consumers in the form of additional allowances to Rates.
